Important Note: Perth’s Scott Street–South Street junction will reopen on 23 February following demolition and stabilisation works after last year’s fire. The road will operate single lane outside That Bar while footway works finish. Princes Street junction will revert to one-way in March alongside carriageway resurfacing between Canal Street and South Street.

Perth and Kinross retained A rating for climate action

Perth and Kinross has secured its CDP A grade for climate action for the third consecutive year, strengthening its reputation as one of Scotland’s most sustainable and future-ready locations for investment, and reinforcing its position as one of the most attractive net zero investment locations in Scotland.

The international recognition places the region among a small number of global leaders delivering real progress on carbon reduction, climate adaptation and environmental governance.

R100 digital connectivity in Perth and Kinross

Across Perth and Kinross the continued rollout of the R100 programme is helping to create the conditions necessary for long-term, sustainable, economic growth.

More than 5,600 homes and business premises in some of the region’s most rural locations can now access faster, more reliable broadband through the Scottish Government’s Reaching 100% (R100) programme.

Rural Skills Training & Mentorship Programme

Applications are now open for our Rural Skills Training and Mentorship Programme.

The programme aims to support employers in rural Perthshire who provide opportunities within the rural skills sector.

Employers can access up to £5,000 to cover training and/or mentoring costs for employees who have entered employment within the last 3 months.

Eligibility for employers:
- must operate within the rural skills sector (for example: farming, agriculture, forestry, land management)
- must be based in rural Perth and Kinross
- must be an SME with 250 employees or fewer
- must provide a copy of the employee's contract of employment

Eligibility for employees:
- must reside in Perth and Kinross
- must be a new employee of less than 3 months

Perth and Kinross named top for business growth potential for second year running

Perth and Kinross has been named the UK’s top local authority for business growth potential for the second year in a row at Growth Flag Outlook 26, reinforcing its position as one of Scotland’s strongest destinations for investment and enterprise.

The analysis sees Perth and Kinross top the UK ranking, with 11 per cent of businesses predicted to achieve high growth in 2026. Strong performances across food and drink, tourism, energy transition and advanced manufacturing put the region well ahead of the national picture.

Published in the Growth Outlook 26 report, the analysis is conducted by Growth Flag, an innovative business intelligence tool with over 90% accuracy in forecasting which businesses will go on to achieve 20% growth in the next year.

Regional EDGE returns with £100,000 Funding Opportunity

The return of the Regional EDGE competition provides another significant boost to the early-stage investment landscape in Perth and Kinross, with £100,000 of public funding available to five innovative, high-growth businesses across the region.

Offering awards of up to £50,000, the programme plays a key role in de-risking early-stage ventures and accelerating commercial readiness. Previous EDGE programmes have helped businesses expand into new markets, develop new products and create high-value jobs, all of which directly strengthen local economies.

As well as angel investment, the broader funding infrastructure remains robust with the British Business Bank (BBB) lending around £62 billion to SMEs in 2024. The campaign consists of a series of online and traditional advertising, city centre placemaking and an updated city centre map showcasing over 150 shops, bars, cafes and restaurants.

£10M Scone Palace Transformation Set to Boost Perth’s Visitor Economy

A £10 million planning approval for the redevelopment of the stables at Scone Palace has set in motion one of the most significant investment programmes Scone Estates has seen in a generation.

The redevelopment centres on converting the Palace’s disused stable block into a modern visitor hub featuring a new entrance, café, shop and playground. The project also includes reconstructed greenhouses and a solar meadow of approximately 2,000 panels.

The Stables redevelopment is the first component of a broader transformation. Scone Estates’ 2037 Masterplan outlines four major areas of activity: integrated land management including a wind farm and private wire, new homes, visitor attractions, and recreation and events. These strands collectively aim to strengthen the local economy, protect the environment and enhance community wellbeing.

SSEN Transmission commits to 600 ‘earn as you learn’ roles

Scotland’s First Minister, John Swinney, has welcomed a major skills commitment from SSEN Transmission.

The company has announced 600 new ‘earn as you learn’ roles to be created between now and 2030 reinforcing their commitment to developing the talent needed to deliver the north of Scotland’s rapidly expanding electricity transmission network. The First Minister praised the significant investment as a vital contribution to Scotland’s green energy ambitions, supporting high-quality, future-focused career pathways at the heart of the net zero transition.

Lorna Bruce talks about the rise of The Bean Shop from small independent shop to national online and wholesale supplier.

In 2003, Lorna Bruce and her husband, John opened the doors to The Bean Shop, providing Perth city with its first independent coffee roastery and retail outlet. 22 years on and their business has expanded to include a successful online shop - shipping UK wide, a wholesale arm, a white label business-to-business service, and the recently established, Watergate Roastery in the heart of the city centre.

Adapt Your Property Fund

The Adapt Your Property fund has reopened for a second round of applications for a limited period.

Property owners or tenants can apply for grant assistance of up to 50% of the cost of the project to a maximum of £75,000.

Priority for support will be given to projects which demonstrate how they will enhance/contribute to:

local economy and business
local placemaking and townscape
delivering wider community benefit

The application deadline is Wednesday 10th December at midday.

Beyond Scotland Market Development Grant

This grant provides specific support to businesses to enable them to expand into new markets overseas or into other parts of the UK (excluding Scotland).

Examples of eligible costs include:

transport and accommodation (where these are directly related to a specific business event or initiative).
exhibition and trade show attendance stand costs and marketing materials (note: trade shows and exhibitions which take place in Scotland are not eligible).
new product development for the overseas market
consultancy services, for example legal costs associated with overseas trading

Grants of up to £3,000 covering up to 50% of eligible costs are available.

Virtual Reality Empathy Platform: Using Technology to Transform Dementia Awareness

Support from the Beyond Scotland Market Development Grant has been a catalyst for international growth for Perth based virtual reality platform, LifeLens.

Founded in 2018 by Kevin Gordon - who spent four years developing the concept to its current iteration - the company is now making an impact across care and education on a global scale.

On starting out, his vision was simple: to help people understand dementia in a way words alone never could. Now, his LifeLens platform is used in the UK, South Africa, Canada and Poland.

Building a Thriving Future Through Culture

The mid-term review of the Perth and Kinross Culture Strategy 2023–2028 shows how investment in culture is strengthening communities and supporting economic growth across the region.

Launched in 2023, the Perth and Kinross Culture Strategy led with a bold ambition: to place culture at the centre of community wellbeing, economic growth, and placemaking through nine clear pledges and 56 direct actions.

Two years on, and progress is already clear. Creative facilities have been established, cultural services have been made more accessible, and Perth has forged stronger partnerships and international recognition for its craft heritage.

Perthshire Talks Tourism the Foodie Edition

Tourism and hospitality businesses from across Perth and Kinross are invited to join the conversation at Perthshire Talks Tourism, The Foodie Edition, on Thursday 30th October at Birnam Arts Centre.

By creating space for open conversation, the event aims to ensure that food tourism strategy and industry support are informed by real-world experience and feedback.

Plans Unveiled for New Perth Enterprise, Skills and Employability Hub

A major regeneration project is set to breathe new life into a landmark city centre building, creating a vibrant new Enterprise, Skills and Employability Hub that will boost economic growth, support entrepreneurs, and enhance opportunities for local people.

The initiative is being spearheaded by Perth and Kinross Opportunities Trust (PKOT), which was established earlier this year by several members of Perth and Kinross Business Partnership.

The Angel's Share Programme - Pitching Opportunity

Perth and Kinross Council runs an investor-business introduction service; The Angel's Share. This consists of three pitching events a year, where 4-5 businesses will pitch for equity investment to an audience of local angel investors, angel group gatekeepers, agents & advisors

There is an opportunity to pitch to investors at the next event in Perth on 27th November. Coaching is provided prior to the event as well as businesses having an opportunity to test out their pitch before the event in a training environment.

Elevator in partnership with Perth and Kinross Council are delivering a new business accelerator programme aimed at creative and digital businesses and social enterprises.

Shaping a Circular Economy for Perth and Kinross

Green Capital Development Grant

At the beginning of the October, the Climate and Sustainability Committee allocated an additional £100,000 to this year's Green Capital Development Grant.

The fund is aimed at reducing business’ carbon emissions and creating jobs through capital investment. Businesses can receive a grant of up to £25,000 covering up to 50% of eligible project costs.

Project must be of minimum £10,000 - a minimum £5,000 match from the business - and can include the implementation of new systems, new ways of working, new machinery, and investment in green technology.

This grant will be open for new applications starting on Thursday 16th of October. As the fund is limited, applications will be evaluated based on carbon savings and the economic value of the project.

Projects will now be assessed on a competitive basis. Reduction in carbon emissions and creation of new jobs will form a core part of the key assessment criteria. Successful applicants will be notified in December to allow all applicants to be assessed fairly.

The application deadline is Sunday, the 30th of November, and funding award letters will be issued on Monday, the 8th of December.

Scottish Aggregates Tax 2026 Update

From 1 April 2026, the Scottish Aggregates Tax (SAT) will replace the UK Aggregates Levy in Scotland. Revenue Scotland will take on responsibility for the collection and management of this new tax.

As part of the preparations, Revenue Scotland are building awareness and supporting affected businesses to get ready for the transition.

The SAT webpage provides up-to-date information about SAT and how organisations can opt-in for updates ahead of registration opening in 2025.

STEM Careers Roadshow

Science Futures, a Tay Cities Region Deal initiative, are excited to invite you to the upcoming STEM Careers Event, taking place on Thursday, 30th October at Dundee and Angus College Gardyne Campus in collaboration with Science Futures, DigiTay, and Tay Cities Engineering Partnership (TCEP).

This event offers an excellent opportunity for S4 pupils to explore various STEM career pathways and gain insight into the skills required for employment in these fields.

The event will run in two sessions:

•Morning session: 10:00am– 12:00pm (Gardyne Theatre)
•Afternoon session: 1:00pm – 3:00pm (Gardyne Theatre)

Each session will welcome approximately 150 pupils for a series of short, engaging talks. In addition, a marketplace will be set up in the atrium from 11:00 AM – 2:00 PM, open to both visiting pupils and current college students.

YMCA's £50,000 Adapt Your Property Grant

YMCA Tayside secured a £50,000 Adapt Your Property grant from Perth and Kinross Council to support the redevelopment of two long-vacant and derelict buildings in the heart of Perth’s Conservation Area.

The funding award was part of a wider £7 million fundraising project and contributed to the transformation of a former Grade C listed church and an adjacent tenement into a vibrant community hub and urgently needed accommodation for vulnerable young people.

We are delighted to announce that nominations are now open for this year's brand-new Perth and Kinross Apprenticeship Awards 2025.

Celebrating the achievements of local apprentices and the employers who support them will take centre stage this autumn, at a new Perth and Kinross awards ceremony which will shine a spotlight on the power of work-based learning to transform lives and strengthen the local economy.

The Perth and Kinross Apprenticeship Awards 2025, developed in partnership by Perth and Kinross Council, Skills Development Scotland, Developing the Young Workforce Tay Cities, Perthshire Chamber of Commerce and UHI Perth, are now open for entries and will close on Friday 8th August 2025.

The awards aim to highlight the value of apprenticeships to individuals, businesses, and the wider economy, and to encourage more local nominations for the national Scottish Apprenticeship Awards later this year.

Award categories include:
•Foundation Apprentice of the Year
•Modern Apprentice (SCQF Level 5) of the Year
•Modern Apprentice (SCQF Level 6+) of the Year

Scott Street Fire Update

Following the severe fire on Scott Street, Perth, in the early hours of Saturday 14th June, Perth & Kinross Council continues to respond to the ongoing disruption caused to businesses in the immediate vicinity and neighbouring streets.

An initial £250,000 has been approved by the Perth and Kinross Council's Finance & Resource Committee on Wednesday 25th June to support both residents and businesses. The Business Growth team will contact businesses with further details in due course.

Help Shape Local Public Transport

Perth & Kinross Council are carrying out a public consultation to find out more about the public transport needs of residents throughout Perth and Kinross.

They are seeking the views of local passengers and how well their needs are being met by existing bus services and to determine how to shape services in the future.

The consultation is aimed at passengers who use, have used or would like to use local bus services. A separate consultation will be carried out with other stakeholder groups to get their views.

The deadline for submitting views is 18 July 2025.

Perth & Kinross Council has officially launched a bold, £530 million Investment Prospectus at the UK Real Estate Investment & Infrastructure Forum (UKREiiF) 2025, setting out a compelling vision for sustainable, long-term growth across the region.

Presented to a high-profile audience of government representatives, private investors, developers, and funding bodies, the prospectus outlines eight transformative projects that collectively support Perth & Kinross’s ambitions to lead in sustainability and clean economic growth.

Spanning a 15-year period from 2025 to 2040, the portfolio covers market-ready opportunities, and longer-term investor-led partnerships in energy and net zero, the circular economy, food and drink, light industrial, travel and logistics, leisure and retail, accommodation in tourism and residential sectors.

Perth ranks 1st in Scotland as most sustainable city for running a business

A recent study has ranked Perth as first in Scotland, for sustainable business cities.

Highland Spring Group launch solar farm in partnership with SSE

Highland Spring Group, leading UK producer of natural source waters, in partnership with clean energy company SSE Energy Solutions, have announced the launch of a new solar farm in Scotland.

The 7-megawatt, 23-acre project will supply up to a quarter of the Group’s electricity needs for their main Blackford site.

Future Works - Employer Recruitment Incentives

The Skills and Employment Initiatives Team at Perth and Kinross Council is excited to announce the launch of our new Employer Recruitment Incentives – Futures Works!

The Future Works Employer Recruitment Incentives are designed to support local employers by offering a financial contribution of up to £8,000. This contribution aims to encourage the creation of new, sustainable job opportunities for those facing barriers to work and who are currently unemployed in Perth and Kinross. Employers will be encouraged to create meaningful, high-quality roles that provide great training and development opportunities, helping individuals grow and thrive in their roles.

This year, the team is offering three separate incentives that employers can apply for, depending on the participant and the type of opportunity they’re looking to create:

1.Health, Disabilities & Reserved Benefits ERI
Reserved for individuals with disabilities and those on reserved benefits who are at risk of long-term unemployment (9+ months) - (up to £8,000)

2.Parental ERI
Reserved for eligible parents - lone parents, Parents <25, minority ethnic, parent/child with disability, youngest child <1, 3+ children (up to £8,000)

3.Apprenticeship/Traineeship ERI
Reserved for new apprenticeships/traineeships - (£4,000)

Innovate UK funding opportunities

Innovate UK has launched two funds that may be of interest to Perth and Kinross based businesses:

Contracts for Innovation: Clean Air, Phase 3 - Organisations can apply for a share of £800,000, inclusive of VAT, to further develop clean air pre-commercial innovations. They must conduct extended field trials, with potential future customers and end users, to enhance the solution.

Contracts for Innovation: Net Zero Living Tech Trials, phase 3 - Organisations can apply for a share of £800,000, inclusive of VAT, to develop pre-commercial innovations that support Local Authorities in meeting net zero goals. Projects must include field trials to test and improve solutions ahead of commercialisation.

£150m Destiny Bridge and New Kingsway Open

The £150m Cross Tay Link Road project opened on 31st March 2025, in a ceremony led by First Minister John Swinney, Perth and Kinross Council Leader, Grant Laing, and local athletics champion, Eilidh Doyle.

Consisting of Destiny Bridge, a three-span crossing over the River Tay; the New Kingsway, a 6km stretch of new carriageway; and 2km of realigned dual carriageway, it delivers phase 2 of the Perth Transport Futures project.

Innes and Gunn: Brewing Greener

Innis & Gunn, the Perthshire-based brewery renowned for ‘The Original’ whisky cask beer, has tapped into the Green Capital Development Grant and increased production by 50%.

In 2024, the company successfully applied for a Green Capital Development Grant from Perth & Kinross Council and were awarded £25,000 to invest a total of £60,000 into improving their brewing process and taking production from 50,000 litres per week to 75,000 litres per week.

Local Development Plan 3 - Call for Sites

Perth and Kinross Council (PKC) is carrying out a Call for Sites between April and June 2025 to support the content of the Local Development Plan 3 (LDP3).

This Call for Sites questionnaire provides an opportunity for communities, developers, landowners and their agents to suggest sites they would like to be considered for future allocation in LDP3.

It allows for a variety of uses to be suggested, including housing, employment, retail, leisure, tourism, community infrastructure and other types of development.

This form asks for information about the site including contact details, an accurate location, a map of the site boundaries, current uses, proposed uses, technical assessments and information on the site's benefits, phasing and deliverability.

Perth & Kinross Councillors have approved an ambitious budget which aims to invest £9 million over four years in economic growth.

The allocated monies will assist with the Commercial Property Investment Programme, as well as protecting frontline jobs, and providing business funding opportunities.

It was also agreed that funding pots including the Green Capital Development Fund, Beyond Scotland Market Development Grant and the Adapt Your Property Fund would all continue for 2025/26.

Regional EDGE awards £100K to Perth and Kinross entrepreneurs

Five growth businesses from Perth & Kinross are celebrating being named shared winners of the Regional EDGE prize fund of £100,000.

Delivered in collaboration with GrowBiz, the Perth & Kinross pilot attracted 25 applicants from a diverse mix of sectors. From this starting point, 12 shortlisted companies went on to pitch to a panel of judges in a full day event held at Perth Civic Hall on Monday 24^th February, 2025.

Tourism attractions given a promotional boost

A campaign aimed at increasing visitor dwell time and spend by promoting the area's visitor attractions and tourism businesses, will launch on April 1st, in time for the summer season.

The promotion, which will run through the Perth City and Towns platform, features a series of eight itineraries themed around various aspects of the area’s offer.

Perth and Kinross tops UK for businesses with strong growth potential

Perth and Kinross has been identified as the top local authority in the UK for having the strongest growth potential among its businesses.

The recognition, announced at an event last Thursday, follows analysis of the expected distribution and value of business growth across the UK for the year ahead.

Considering the proportion of businesses in each area expected to achieve high growth, the average value of these businesses, and the relative risk of these businesses, the analysis identified Perth and Kinross as the top area in the UK with the strongest growth potential among local businesses.

Castlecroft: 40 Years of Continuous Growth

Winning Family Business of the Year at the Courier Business Awards in November 2024, marked the perfect end to Perth-based Castlecroft’s 40th year in business.

When Ian Black founded Pennywise Hire Drive in 1984, he was driven to build a quality local business that would deliver excellent service and value for money for his customers, and long-term security for his young family.

Forty years on, and the small hire drive business has grown to become one of Scotland’s most reputable brands. Now led by Ian’s grandson, Jordan Black, who took over as Managing Director in 2019, Castlecroft’s wide-reaching remit includes an expanding portfolio of office space and industrial units, self-storage and lock up services, and large event servicing.

Launched in August 2024, the Futures For All – Employer Recruitment Incentive (ERI) has allocated a total of £361,000 to 53 employers in Perth & Kinross, with more funding on offer.

Managed by the Skills Employment Support Team at Perth & Kinross Council, and working with both employers and potential employees, the initiative has been designed to integrate seamlessly with existing employability and skills programmes.

Scottish EDGE announces £50K regional award for Perth and Kinross

Scottish EDGE is set to provide more opportunities for entrepreneurs in Perth & Kinross thanks to a new programme backed by £400,000 of Scottish Government funding.

To recognise the entrepreneurial endeavours of candidates from across the country, ‘Regional EDGE’, is inviting innovative, high growth start-ups from across Perth and Kinross to be in with the chance of winning up to £50,000 in prizes.

Applications opened on Monday 9th December and will be accepted until Monday 20th January at 2pm.

To date, Scottish EDGE has supported 635 businesses, awarding over £26 million in grants and loans to winners, including Perth based business, Swarma Spice Ltd, who were awarded £75,000 in 2023.

Investing in our Assets - Have Your Say

In the last decade Perth & Kinross Council has invested over £50 million in cultural and heritage infrastructure within Perth City Centre. Developed with business leaders, this bold vision was first highlighted as a key component of the Perth City Plan – Perth 2040.

Galvanising the momentum of this work, Perth & Kinross Council has recently launched a draft strategy for the Perth City Centre Development & Design Framework.

The framework outlines a series of exciting proposals including a series of streetscape enhancements, property improvements and designated investment quarters. In addition, guidelines for urban development provide a framework for architects, planners and developers to create a sustainable urban environment.

Cross Tay Link Road Green Bridge Opens to the Public

The much-anticipated Green Bridge, a focal point of the Cross Tay Link Road project, has been officially opened by Perth and Kinross Council Leader, Grant Laing.

The Cross Tay Link Road project, the Council's £150M road infrastructure development, and the second phase of the Perth Transport Futures project, is due to open in Spring 2025.

The Green Bridge will reconnect existing footpaths in the forest plantation at Highfield, Scone, allowing active travel users to walk, run, cycle or horse ride, as well as providing safe passage across the link road for woodland mammals and insects.

Council Leader, Grant Laing, commented, “The environment is at the core of the CTLR project’s aims with long-term benefits including improved air quality, and the easing of traffic congestion and noise pollution, particularly in Perth city centre."

Perthshire Chamber of Commerce Star Award Winners 2024

A total of 18 Perthshire businesses picked up a prestigious Chamber of Commerce Business Star Award in the 2024 ceremony, held at Crieff Hydro Hotel.

A highlight of the local business calendar, the awards aim to recognise those businesses striving to excel in their fields through continuous innovation, great customer service, and a commitment to the development of their people.

Categories are designed to ensure that businesses at all stages in their lifecycle are given the opportunity to enter, as well as offering recognition and encouragement for young people starting out in their chosen career.

The top title - Perthshire Business of the Year - was awarded to A. Proctor Group, based in Blairgowrie.

Public Consultation On The Future of Perth City

Businesses and residents across Perth & Kinross are invited to have their say on a new framework that sets out the long-term aspirations for the development of Perth.

Focused around three key priorities - Perth city centre, Bell’s Sports Centre and Perth secondary schools – the consultation is open to the public, businesses and strategic partners and will help to capture local opinion concerning proposed areas of improvements and how these should be prioritised and targeted for investment.

Perth and Kinross Council leader Councillor Grant Laing said: “We want to create a vibrant, thriving Perth where everyone can live life well, free from poverty and inequality. Perth is a fantastic city, and it is our responsibility to ensure it meets the needs of the people who live, work and visit here today, tomorrow and for generations to come."

Praveen Kumar Secures £500K Investment via The Angel's Share

Perth based company, Swarma Spice Ltd, owned and operated by local entrepreneurs, Praveen and Swarma Kumar, has successfully secured £500K of funding following a successful pitch to investors via The Angel’s Share.

Swarma Spice Ltd, better known by its brand name, Praveen Kumar Ready Meals, is valued at £2.5 million, and has undergone three rounds of funding totalling £830K to allow Praveen and Swarna to realise their ambitions to achieve a £25 million turnover by 2030.

The most recent of these funding rounds totalled £500K, and secured the Company their single largest investor, Maven Equity Finance to the tune of £400K. The balance came from two existing investors who each increased their stake by £50K.

The investment is a result of two successful pitches via Perth & Kinross Council’s Angel’s Share programme. The Angel’s Share is a facilitation programme that provides growth-ready, innovative businesses with the opportunity to pitch for investment to experienced, certified investors.

PKC Invests in Independent Retail

Perth and Kinross Council has launched its Christmas campaign encouraging shoppers to love local.

Laying the foundations for a year-round "Perth City" destination message around independent businesses, the campaign consists of online assets, city centre placemaking and a new city centre map showcasing over 120 shops, cafes and restaurants.

Air Quality in Perth & Crieff

The Air Quality Management Areas (AQMAs) in Perth and Crieff are currently review with proposals to update the Perth AQMA, first introduced in 2009 and the revocation of the AQMA in Crieff following significant improvement in air quality.

For Crieff, a continued drop in the level of air pollutants and compliance with national standards for five years in a row has led to the recommendation that the town centre’s AQMA is revoked. Local residents can provide comment on this action up until the 25th November by contacting [email protected]. A report detailing the reasons for the Crieff AQMA revocation is available here.

The revisions to the Perth AQMA are open to public comment through a six week consultation which closes on the 16th December. A link to this consultation can be found below.

A refreshed Invest In Perth website was launched in October 2024, with a sharp focus on inward investment, business support, area strengths and business success stories.

Driven by the Business Growth Team at PKC, the cleaner, easier to navigate site, focuses on showcasing the inward investment and partnership opportunities available within the area - both current and future - as well as opportunities for growth across our key sectors.

In addition, the website has been designed to highlight the breadth of business support available to businesses, from start up through to growth stage. Clear signposting will take businesses to all relevant partners and funding streams, as well as offering details on internal PKC support services.

Finally, building on the foundations laid by the Invest in Perth magazine editorial, the website will showcase regular success stories from inside the businesses of Perth & Kinross, news concerning investable propositions, and updates on PKC investments and infrastructure projects such as the Cross Tay Link Road.

Highland Spring Group Promotes Healthy, Sustainable Hydration

A landmark rail freight facility is helping to bring leading producer of natural source water, Highland Spring Group, one step closer to its net zero goals.

The Perthshire-based natural source water business is currently the UK‘s number one brand with total UK sales in 2023 of over 500 million litres; today, Highland Spring’s brand share of the total UK plain packaged water volumes sits at a healthy 13%. As a national and global supplier, it will come as little surprise to learn that transport is responsible for around 30% of Highland Spring’s carbon footprint.

In 2023, a new rail freight facility in Blackford became operational, making it Scotland’s first, dedicated, rail freight distribution line by a private company in over a decade. The facility delivers products from their production lines to their external warehouse in Daventry, daily.

£1.3M Visitor Centre Opens

A collaborative effort between Perth and Kinross Council, and 13 funding partners, has delivered on a £1.3 million project at Grandtully Visitor Management Facilities.

A collaborative effort between Perth and Kinross Council, Paddle Scotland and 12 other funding partners, has delivered on a £1.3 million project at Grandtully Visitor Management Facilities near Pitlochry.

Officially opened on Thursday, October 3, 2024, the development aims to improve the experience of visitors to the Grandtully Station Park and the surrounding area.

PKC housing stock bolstered by transfer of homes

Council Leader, Grant Laing, met with Stuart Maxwell from the National Trust for Scotland, to mark the transfer of twenty NTS homes to the Council's Housing Stock.

The move will see 25 people become tenants of the Council with a range of associated benefits.

Shaping Perth's Future as a Great Small City

Perth is taking bold and ambitious steps to solidify its future as a leading small city in Europe with the launch of the draft Perth City Development and Design Framework.

This strategic plan outlines the principles and guidelines for shaping urban development across the city centre to provide a cohesive roadmap for creating a sustainable and vibrant urban environment that enhances the city’s overall design, functionality, liveability and economic performance.

The objective at this stage is to gather public, business and stakeholder input on a range of development proposals and design principles that are central to the Perth 2040: Our Agenda for Change.

The draft Framework proposes several investment zones throughout the city, with plans for streetscape improvements, revitalisation of key properties, and public space enhancements.

Perth’s journey towards becoming one of Europe’s great small cities will require careful planning and significant investment.

Pullar House as a Public Sector Hub

Earlier in September, elected members unanimously backed proposals to purchase Pullar House, and the Kinnoull Street multi-storey car park, when the current lease ends next year.

There are currently a number of internal and external partners located within Pullar House, and as part of PKC's Working Smarter project, a review of current office accommodation needs explored the possibility of expanding on this already successful scheme.

This new approach would facilitate the creation of a Public Sector Hub, supporting cross-team and multi-disciplinary working, as well as providing a one-stop-shop to local residents, thereby improving services.

Project Gigabit, Perth and Kinross

Do you need better broadband? The Scottish Government’s R100 programme aims to bring superfast broadband to all Scottish homes and businesses by 2028.

As part of this, the Digital Engagement Team is committed to improving connectivity across the Tay Cities region.

Perth and Kinross based businesses can now check the status of broadband coverage in their area, and, if eligible, apply via the Scottish Broadband Voucher Scheme.

Futures for All - Employer Recruitment Incentive

Futures for All is designed to support local employers by offering a financial contribution of up to £8,000. This contribution aims to encourage the creation of new, sustainable job opportunities, including Modern Apprenticeships, for individuals who are currently unemployed in Perth and Kinross.

To qualify for this funding, employers and prospective employees must meet the following criteria:

Employer must pay the employee the Real Living Wage for Scotland based on age/apprenticeship programme.
Employers to be SMEs with 250 or fewer employees (those with more than 250 will be considered on a case-by-case basis).
Employer and employee must be based in Perth and Kinross.
Employee must be offered a contract that is no less than 8 hours (preferably more if the employee is able to) for the duration of 52 weeks or more.
Employee must face one or more barriers to employment.

Beyond Scotland Market Development Grant

This grant has been reinstated for the 2024/25 financial year and grants of up to £3,000 are available, and open to fund projects that will enable businesses to expand their market overseas and into other parts of the UK, this competitive grant is assessed on potential impact. It can cover:

Exhibition and trade show attendance and related costs
Transport and accommodation directly related to a business event
Marketing activities and brand development
New product development
Consultancy services

The EY Foundation is looking for local businesses to offer 15 young people in Perth 3 days work experience from 7th to 9th October 2024.

The 15 young people from low-income backgrounds have already completed part 1 of the programme with a weeks experience in July 2024.

The EY Foundation will pay for the 3 days work experience and provide the participants with laptops so they can get involved with projects / social media / research / tasks that your business can set them.

First Minister Visits Destiny Bridge in Project Milestone

First Minister, John Swinney, became one of the first people to walk across Destiny Bridge when he visited the Cross Tay Link Road project in August 2024 to witness the final stages in the structural completion of the Bridge.

Along with local politicians and Council leaders, Mr Swinney was offered a full progress update on the £150m project.

Mr Swinney commented, “As a key element of the Perth Transport Futures infrastructure project, the CTLR is hugely important to the future of Perth & Kinross. It will undoubtedly transform travel across the region as well as reducing pollution in Perth city centre, and in turn, will unlock the economic potential of the area.”

Strathbraan Woodland Croft

Rob and Gabrielle McAllan of Birken Tree Highland Birch Water have grown their enterprise following a £25,000 Green Recovery Capital Development Grant.

Forming Strathbraan Woodland Croft, an agro-forestry and small-scale regenerative farming business with woodland crofting, the pair have set out to reverse the gradual decline of the woodlands and the pastureland, and to demonstrate a positive economic impact from regenerative land use.

Tay Cities SME Skills Fund Launched

Small to Medium sized businesses throughout the Tay Cities region can now access a £5,000 grant opportunity to upskill or re-skill their workforces.

Futures for All - Employer Recruitment Incentive

Futures for All is designed to support local employers by offering a financial contribution of up to £8,000. This contribution aims to encourage the creation of new, sustainable job opportunities, including Modern Apprenticeships, for individuals who are currently unemployed in Perth and Kinross.

To qualify for this funding, employers and prospective employees must meet the following criteria:

Employer must pay the employee the Real Living Wage for Scotland based on age/apprenticeship programme.
Employers to be SMEs with 250 or fewer employees (those with more than 250 will be considered on a case-by-case basis).
Employer and employee must be based in Perth and Kinross.
Employee must be offered a contract that is no less than 8 hours (preferably more if the employee is able to) for the duration of 52 weeks or more.
Employee must face one or more barriers to employment.

Scottish Enterprise is launching a new £35 million programme for prospective developers of manufacturing property to create 1,000,000sq.ft. of new industrial space.

The first call of the Manufacturing Property Challenge Programme invites industrial property developers to propose speculative new and refurbished mid-sized manufacturing units (~15,000sq.ft.) and bid for a share in £15m grant funding.

The deadline for stage 1 applications is the 18th September 2024.

CTLR Update

Works on Destiny Bridge, the flagship structure within the Cross Tay Link Road project have gathered momentum over summer 2024.

Phase 2 of the Perth Transport Futures project, The Cross Tay Link Road (CTLR), has now past the halfway mark with a due completion date of 2025. This ambitious multi-million project includes the realignment of a portion of the A9 north of Perth, construction of a new bridge over the River Tay and construction of a new link road from the A9 to the A93 and the A94 just north of Scone.

Jillian Fergusson, Roads Infrastructure Manager Perth and Kinross Council commented, "We are progressing well throughout all areas of the build, and I am particularly pleased to report that forty-eight deck segments out of fifty-six on Destiny Bridge are poured and complete."

The Scottish Yarn Festival

Following the award of a Beyond Scotland Market Development Grant, Eva Christie successfully launched her Yarn Festival and Scottish Wool brand to the American market.

Eva set up the Scottish Yarn Festival in 2016 and in this time the event has gained a cult international following with attendees from over 20 countries making the trip to Perth each year.

In 2023 she launched her own Scottish wool brand, and using the Beyond Scotland Market Development Grant, showcased both festival and yarn at the New York Rhinebeck weekend.

The council has started work on the next Local Development Plan (LDP3) to cover the period between 2027 and 2037. Local residents and businesses are now invited to have their say in this important piece of work that will shape the future development of Perth & Kinross.

Cross Tay Link Road Progress

With the challenging winter months behind us and longer daylight hours upon us, work on the Cross Tay Link Road infrastructure project has gathered pace.

Jillian Fergusson, Roads Infrastructure Manager for Perth and Kinross Council commented, "We are progressing well throughout all areas of the build, and I am particularly pleased to report that we are halfway there, with twenty eight deck segments out of fifty six on Destiny Bridge, poured and complete as of 28th May."

Fund of over £3M Tackles
Fuel Poverty

Qualifying households in Perth and Kinross saved an average of £2,100 on their energy bills in a 12 month period thanks to an energy efficiency scheme.

The national ECO (Energy Company Obligation) scheme supports low-income and fuel-poor households through the installation of insulation and heating measures.

Over 150 local properties benefited from the ECO4 Flex scheme, which saw £3,130,000 of funding secured over 2023/24 in the Perth and Kinross area.

Hydrotreated Vegetable Oil Trial in Perth City

Perth and Kinross Council has begun a trial using Hydrotreated Vegetable Oil (HVO) fuel in six refuse vehicles serving Perth city.

HVO Fuel is an alternative fuel to diesel and could reduce CO2 emissions from the council’s HGV fleet by up to 90%. The trial will run until 4th August 2024 and, if successful, will be considered for wider rollout in the Council’s vehicle fleet.

£8.7 million investment for Pitlochry High School

Plans to invest in Pitlochry High School to create a new community campus have been approved by Perth & Kinross councillors.

The proposals will see £8.7m invested in the school to create a community campus with a gym and four court games hall.

Paprec Energies Binn Begins Work on £100m Energy from Waste facility

Scotland’s largest independent waste management company, Binn Group, and French recycling and green energies firm, Paprec, have partnered on a new £120M energy from waste (EfW) facility in Tayside.

The project, which will provide low carbon energy to local industries, is based at Binn Eco Park and funded by Paprec. It will be built, owned and operated by Paprec Energies Binn, a joint venture between the two family-owned companies, and will generate 200 jobs during construction, as well as 30 long term jobs once complete in 2026.

UK Award for PKC Social Housing Project

A project that transformed a former pub site in Perth into social housing has been recognised in the national Aico Community Awards, which celebrate excellence in the social housing industry.

The PKC project transformed the derelict 208 pub site on Crieff Road into attractive and much needed housing for affordable social rent.

PKC Secures £150K National Pathfinders Places Funding

Following a £150K grant award from Pathfinder Places funding, two local community-led projects will be taken forward.

The proposed projects - aimed at revitalising homes and improving rural transport links - were voted on by local residents and businesses, and will be taken forward by Perth & Kinross Council and its partners.

Pathfinder Places Project - Phase 2 Workshops

Following the funding award as outlined above, Perth & Kinross Council in partnership with Nicki Souter Associates, The HEAT Project, and the University of Edinburgh, is working towards making homes more energy-efficient by providing homeowners and landlords with retrofitting energy saving advice, and qualified contractor connections.

In order to ensure the project aligns to the needs of those who need it most, a series of co-design workshops are open to the following groups:

Local businesses engaged in the retrofitting space
Advocacy groups offering energy-saving advice

Opening of the New Perth Museum

Over the Easter Weekend the new Perth Museum officially opened its doors with the return of the Stone of Destiny.

Councillor Grant Laing, Leader of Perth & Kinross Council, talks about the importance of the £27 million investment as a driver for inward investment in the city and cementing Perth as a prime cultural tourism destination.

Tay Cities Region Deal Annual Report

The Tay Cities Region Deal (TCRD) Annual Report celebrates 12 months of growth and investment.

£231 million of the £300 million deal has now been approved, creating 1,411 jobs across the Tay Cities Region.

A variety of Perthshire based projects have benefited in part from the deal, such as the Broxden Low Carbon Transport Hub, Perth Innovation Highway, Pitlochry Festival Theatre and the newly opened Perth Museum.

Cross Tay Link Road Update

The £180million Cross Tay Link Road project is over halfway to completion, with significant milestones reached over winter.

Deck segments are now being laid on Destiny Bridge, and the open section of the New Kingsway between Stormontfield roundabout and the A93 roundabout offers a glimpse of what the completed road will look like.

Beyond Scotland Market Development Grant

This grant has been reinstated for the 2024/25 financial year and grants of up to £3,000 are available, and open to fund projects that will enable businesses to expand their market overseas and into other parts of the UK, this competitive grant is assessed on potential impact. It can cover:

Exhibition and trade show attendance and related costs
Transport and accommodation directly related to a business event
Marketing activities and brand development
New product development
Consultancy services

Tay Cities Clean Growth Event | Financial and Investment Readiness

Businesses are invited to take part in the Tay Cities Clean Growth in-person event focusing on financial readiness from the perspective of organisations providing funding. The aim is to:

Provide an overview of the basics of funding, its main types and players
Look at the basics of how to find an external funding injection into a business or project.
Explain the journey and the importance of preparation for this.
Raise awareness of questions businesses must ask themselves before embarking on funding applications.
Clarify the terminologies and potential misunderstandings around different investors to debunk myths or fears around the providers in the funding field.
Look at the main differences between the options and who are they suitable for. (domestic or international options).

Perth Museum Opens March 30th

As well as heralding the much anticipated return of the Stone of Destiny to Perthshire, the opening weekend will also unveil the Museum's debut exhibition, Unicorn, which will run from 30th March – 22nd September 2024.

A packed programme, which includes activity in the city and across the region, will be promoted with the key message that Perth is the place to spend Easter weekend.

A formal opening ceremony will take place on Saturday 30th March from 10.30am to 12 noon, with choir, pipe band and speeches; this will take place near Perth Museum.

Perth & Kinross Green Living Fund Winners

Forty-one community projects set up to tackle the Cost of Living crisis and climate change have been awarded grants from Perth and Kinross Council’s Green Living Fund after a public vote.

Community groups across Perth and Kinross were able to bid for a share of over £225,000 worth of funding to support their projects.

Professor Sir Jonathan Van-Tam shared his leadership lessons with a captive audience at the Transform Business Festival, recently held in Perth.

The event, delivered by Elevator and Business Gateway Tayside in collaboration with Perth & Kinross Council, connected local businesses and support organisations, allowing them to learn and share knowledge.

Attendees also enjoyed workshops on a range of topics including marketing, AI, and Net Zero, alongside fireside chats, and an Ecosystem Village where they could access advice and support.

The fund provides specific support to businesses, enabling them to invest in capital projects to implement new systems, new ways of working, new machinery, and investment in green technology.

Grants are available up to £25,000 covering up to 50% of eligible costs. Project must be of minimum £10,000, (ie a minimum £5,000 match from the business).

Office Space At Pullar House for Rent

Office space in Pullar House is now being marketed for rent as Perth and Kinross Council explores the possibility of creating an integrated public service estate in the centre of Perth.

Marketing of the office accommodation will allow the Council to better gauge interest from other parties before the Council makes a final decision on the future of Pullar House in August 2024.

DigiTay, the Tay Cities Region Digital Skills Project is launching a Third Sector Digital Skills Challenge Fund.

The Digital Skills Third Sector Challenge Fund is for new and innovative pilot programmes, activities, or initiatives to address the digital skills gap in the Tay Cities Region (Angus, Dundee, North East Fife and Perth and Kinross).

Funding is available for third sector organisations and social enterprises from £5,000 up to the value of £45,000 to deliver digital skills training taking place between April 2024 – September 2025.
